DoD Contract Supports Advanced Hawkeye Aircraft

The U.S. Department of Defense awarded a select number of contracts Monday, two of which were given to Northrop Grumman Systems Corporation

The larger of Northrop Grumman's two deals is a $146.6 million cost-plus-incentive-fee Navy contract which will aid the design, development, fabrication, assembly, integration, furnishing, test and evaluation support, and documentation for several systems supporting the E-2D Advanced Hawkeye aircraft. Those systems include: Accelerated Mid-Term Interoperability Improvement Program; Secure Internet Protocol Router Chat; Multifunctional Information Distribution System Joint Tactical Radio System; and Cooperative Engagement Capability.

The majority of the work (84.58 percent) will be performed in Melbourne, Fla. The remaining labor will be conducted in Ronkonkoma, N.Y., Bethpage, N.Y., St. Augustine, Fla., Boulder, Colo., and various other locations throughout the country. The work is expected to be completed by June 2019. Over $27.5 million in fiscal 2015 research, development, test and evaluation (Navy) funds will be obligated at the time of the award, which expires at the end of the fiscal year.

Northrop Grumann's other contract is a less lucrative Army contract worth $38.7 million. The cost-plus-incentive-fee, sole-source contract includes options for rolling software development, maintenance, and training on the Counter-Rocket Artillery Mortar Command and Control System.

The entire project will be worked on in Carson, Calif. with an expected completion date of March 31, 2020. An undisclosed amount of fiscal 2015 operations and maintenance (Army) and research, development, testing, and evaluation funds will be assigned at the time of the award.

A Navy contract worth $15.8 million was awarded to Detyens Shipyards Incorporated. The firm-fixed-price contract is purposed for a 75-calendar day shipyard availability for the regular overhaul and dry docking of USNS Lewis and Clark. Labor will include bridge equipment annual service, main diesel generator overhaul, life raft annual certification, drydocking, propeller shaft inspection, underwater hull cleaning and painting, freeboard cleaning and painting, overhaul sea valves, blast and coat tanks, and renew flight deck non-skid.

The contract doesn’t necessarily end on the current agreement, as exercised options could enhance its value by over $300,000.

All of the work on the Detyens Shipyards contract will be conducted in North Charleston S.C. and is expected to be completed by July 3, 2015.

According to the Department of Defense, the contract was completely procured, as proposals were fielded on the Federal Business Opportunities website.

Electric Boat Corporation received a $7 million cost-plus-fixed fee modification to a previous contract for the finished procurement and manufacturing of onboard repair parts.

The contract is purposed for the divinization of a previously approved task order, which didn't have a price.. The majority of the work (75 percent) was performed in Newport News, Va. Other work took place in Groton, Conn., (22 percent) and Quonset Point, R.I.

Over $7 million in fiscal 2009-11, and 2014 shipbuilding and conversion contract funds will be obligated at the time of the award.
